Timing fixes for client add and handle threads.
This removes the large delay between small reads or requests like process list and the huge 2 second delay when connecting for the first time.
Below is a diagram of the read times for 1KB, 64KB, 512KB, 1MB and 5MB.
"OLD" is before this update, times in milliseconds (ms).
