Overview

Bump OpenCL ICD Loader.

Reason for change

We have no compelling reason to stick on an older version of OpenCL ICD Loader, and it makes sense to keep that and OpenCL Headers on matching tags.

Description of change

project and explain how they resolve the problem stated above. Detail any

compilation options, runtime flags, expected inputs and outputs, API entry
points, etc.
