The goal of this PR is to introduce Terraform Cloud (TFC) deploy method into foundation structure.
The scope of this PR is from 0-bootstrap step until 4-projects, without Terraform Cloud Agents support for now.
5-app-infra and Terraform Cloud Agents support will be included in the next PR (it is still WIP)
