Add page scripting functionality to Run-AlPipeline (#3692)

- Add new overrides to Run-AlPipeline: BackupBcContainerDatabases and
RestoreDatabasesInBcContainer for backup up and restoring databases -
only parameter transferred is containerName
- Add new parameter to Run-AlPipeline: restoreDatabases, indicating when
(during the pipeline execution) a database restore is needed
- Add PageScripting test runner to Run-AlPipeline, adding 4 new
parameters: pageScriptingTests, pageScriptingTestResultsFile,
pageScriptingTestResultsFolder and doNotRunPageScriptingTests.
