This adjusts bug 2089436, though it is not a complete fix.
The file is so short that the stats for line/paragraph breaks do not work fully.
The file produced has 2 paragraphs rather than 1 merged, but the text is in the right order.
Approximately:

Other longer test files still seem to produce the correct merging.
