Adds an interface for the IXXAT SimpleCAN adaptor that we are using for the EM Table.
python-can is a dependency of canopen, which is a dependency for the RFID driver in actuation_tnp.
Release-3.3.3 is the last stable release that supports Python2.7 which is needed for the em-table embedded PC hence not using the develop branch.
