ResourceFunction["GitHubInstall"]["RuleBasedIntegration", "Rubi"] may be better for version 12 or later, XD

@wuyudi @miRoox Thanks for making this suggestion. However, first, we would need to bring the paclet up-to-date with the latest integration rules from Albert. There seem to be problems and I haven't looked at the code in ages.

Actually 11.3 has this function.

@wuyudi I did not forget this PR :) What we first need to do is to make a GitHub release that contains the fixed FileNameJoins. I talked to Albert recently and the integration rules seem not to have changed, so we're fine on this front.

I have another thing going on in this branch. It includes a link Steps output that you can click then it opens the correct position in the "integration rule notebooks" where you can instantly see from which book/reference the integration rule was derived. Additionally, you see of course the real code for the rule.
