• Updates some dependency packages

Summary of Changes

• Update Rails to 5.2.2.1
  • Update ransack to fix older ransack version's incompatibilities with Rails >= 5.2
• Update bootstrap-sass
• Update JS dependencies with yarn upgrade (leaves package.json unchanged.)

Would be nice to merge this. Hoping it doesn't mess with #529 or #520 too much, though.

Those two PRs look unrelated to the upgrades here, since both PRs are purely Ruby code updates (and a tiny translation string update in #520).

I'm hoping to merge this by the end of the day.

Edit: End of the day is too soon. I'll give it a bit, and maybe update some more dependencies.
