Broadcast events on the network of servers, such as account renaming, unregistering, etc. if MySQL database is used.

and a way to disable for any reason

You don't need to disable it, because it is much harder to enable it. You need a central server (planned: MySQL) to propagate the data, so this will only be enabled if you are using a MySQL database and enabled it in config.
