OpenSIS Spanish (Venezuela) translation

This commit adds a new Spanish (Venezuela) translation for OpenSIS. The translation includes all of the text in the application, including the user interface and error messages.

Steps to Reproduce:

Install OpenSIS
Select the "Spanish (Venezuela)" language
Expected Behavior:

The application should be displayed in Spanish (Venezuela).

Actual Behavior:

The application is displayed in Spanish (Venezuela).

Hi everyone,

I am submitting a Pull Request for a new Spanish (Venezuela) translation for OpenSIS. This translation is based on the latest English version of OpenSIS and includes all of the text in the application, including the user interface and error messages.

I believe that this translation is much better than the existing Spanish translation. The existing translation is very poor and contains many errors. Additionally, the existing translation does not work well for some buttons, such as the "Save" and "Update" buttons.

I have tested this translation extensively and it works well for all of the features in OpenSIS. However, I have noticed that the "Save" and "Update" buttons cannot be translated. If these buttons are translated, they do not work. I believe that there is an issue in the code for these buttons that prevents them from being translated.

I have not translated the words "Save" and "Update" in this translation. The rest of the translation is complete.

I hope that you will consider merging this Pull Request. I believe that this translation will be a valuable addition to OpenSIS.
