The upkeep cost 20 gold
They are reducing the chance of stealing from your treasury.
The fire brigade has zero cost to hire. Upkeep cost depends on the number of buildings and their upgrades. The more buildings do you have, the more you have to pay your fire brigade. Upgrades affect building size, and thus the more upgrades you have, the more you have to pay your fire brigade.
Brother-sergeant. Cost 20. Upkeep 5.

Knight-sergeant. Cost 40. Upkeep 10. Required Stable Level 2
