Permission argument holds over from previous from batch upload

After uploading a batch of files with a permission template, in this case {{PD-China}}, future uploads default to this value, even if there is not a designated permission column in the .xls file. Including and then blanking the permission column in future uploads causes errors; the only fix is to always have a new template for the permission column.
