Reliable way to check the bot is running #335

Hi,
I set up the bot at start to send a message to a group saying it is running, but lately it is not working... the message is not sent, and then it starts processing messages received before turning it on... How can I prevent it from processing the queue? and how can I know when the bot is running or successfully connected?
