Change index config names to plain numbers #2641

We need to maintain multiple (normally at most two) versions of index config files so that we can have multiple pipelines with different configs.

The versions of the files in index_config are differenced by the date of authorship.

The trouble with this is that pipelines are differenced by date of creation. These two different uses of dates can lead to confusion.

It would be better to simply number the config files progressively.
