It would be great if this could be packaged and distributed via debian repo

I kind of did, you can read more about it here NGINX Extended and here's the PPA. It's just that upsync is one of few other 3rd party modules I'm using there and currently there are builds only for Ubuntu. I also had to freeze updates on version 1.18 as some of other modules are breaking hard with the changes introduced at some point in NGINX 1.19 and onwards. That said, sources are available and upsync is set up in a way that it builds as a dynamic module. You can grab all the necessary files and smash the into debian directory to build a package with it.
