This project is owned by HL7 France and IHE France, folded in the non-profit association Interop'Santé.

The FR Core Implementation Guide is based on FHIR Version R4 and defines the minimum set of constraints on the FHIR resources to create the FR Core Profiles. It also defines the minimum set of FHIR RESTful interactions for each of the FR Core Profiles to access patient data. By establishing the “floor” of standards to promote interoperability and adoption through common implementation, it allows for further standards development evolution for specific uses cases.

The project builds, approves and maintains over time the FHIR artifacts standardizing administrative data about patients, healthcare professionals and organizations, appointments, encounters and clinical data.

The project was triggered by the publication of FHIR R4. The production and maintenance is broken down into functional topics such as:

  • Patient Identity, Administrative Data and Encounters
  • Organizations, Locations, Healtcare Professionals
  • Scheduling and Appointments
  • Vital signs

The profiling activities prioritize resources with a sufficient (>=3) maturity level. Each functional topic is handled by a dedicated work group of Interop'Santé, convening software vendors, professionals from healthcare institutions and representatives from governmental agencies. Consensus on the profiled FHIR artefacts is established first at the work group level, and then at membership level.

These activities are currently led by Yohann Poiron (OpenXtrem, technical lead IHE PAM France), François Macary (Phast, chair HL7 France), Eric Dufour (SELIC, technical lead H'xml). Isabelle Gibaud (co-chair IHE-France and chair HL7-france) initiated these activities in France in 2017 on behalf of InteropSanté and created these initial French profiles.
