Would be cool if penny could text people on discord when the person who has their GH account linked gets an issue or a PR assigned. This is especially useful for the translators.
The ability should absolutely be deactivatable to not disturb people

We could extend this to save various settings in a new db table

I'm thinking there could be some "settings".
I prefer a new table that saves each user's "settings", instead of just throwing everything in the penny-user-table.
Optimally penny-user-table should contain minimal info so it's as fast as possible to query.
Then we can use the /github slash command to give control to users.
