oneDPL uses public build infrastructure

This tracks the establishment of public build infrastructure for the oneDPL project

There is a work package being established for some public build infrastructure.

@rodburns oneDPL is a header file only project. The process of creating a release package is essentially creating a tarball of the sources. Is the intent for projects to use separate resources for build and CI? If the resources will be the same for the two processes I think we can consider this task completed as a no-op.
