It's incorrect to use the HTTPHandler interface defined in sidetree-core-go for all REST endpoints since this is an interface that defines only the DID Sidetree endpoints (and it doesn't include query parameters). A more generic handler interface should be defined in sidetree-fabric (which includes query parameters).
