Issuer adapter endpoint for requesting ID token for VC

Endpoint needs to request an ID token containing a given set of claims from a given OIDC provider, and potentially request an access token for the userinfo endpoint and then fetch userinfo claims from the userinfo endpoint, and then construct a VC from the resulting set of identity claims.
