目前1.81.82版本创建 tcr 实例，尚未支持指定region以及开启COS多AZ特性

  1. region_name already support at v1.81.88, please confirm if the version meets your expectations.
  2. COS multi-AZ support relies on the TCR's DescribeInstances interface, which can return EnableCosMAZ. We have contacted the TCR product side, and they are expected to support it in June. Therefore, Terraform is also estimated to support it in June.
