Adding PopOver text to upload and load project button

Upload file and Load project buttons dont have a pop over text . I would like to contribute to the project , i guess it is a good starting point

Hey @Honey2339 , you can start working on something (and you don't need to ask permission to work on things).
Attach a PR once raised, mention it in the community server.

at first when you go to localhost after running the application , you will get a list of thing which you can turn on. There if you turn everything on you will see something like in the given picture above

@kaurjasleen240305 so basically if you went thru the DEV.md which is in docs folder, follow that and then you will end up with something like this

now here all you have to do is to turn everything on and you are good to go. Keep in mind that this toggle page will only appear once at the starting after running the project

I think you haven't made a PR you have just committed the changes to your forked repo and mentioned this issue over there.

@Honey2339 It must be a duplicate issue. you mentions same issue two times as #377 and #376.
