Above the list of proposals, show the total fund of SBD and the current daily pay in SBD

The total fund can be obtained with a get_accounts on the steem.dao account. The total daily pay can be calculated by 1% of the total fund.

Some suggestions on wording would be: Total Fund: X SBD and Daily Budget: X SBD

This helps users determine what proposals would be funded and what is the maximum amount per day that a proposal could receive.
