We have many issues which are currently answered but are not closed yet by the original poster (e.g. #1552) or we are waiting for some deliverables/information by the issuer (e.g. #1615). The former often occurs when the issuer claims there is a bug but in reality there is none, making this more a kind of "question", which got answered by the soot team.
It would be good if we at least had a certain set of labels such as "bug/feature-request/waiting-for-issuer/contributions-wanted". (The new shiny templates may even actually set these labels by default, at least for feature requests templates. For bugs, maybe someone should confirm that it is actually a bug).
In an ideal world, a (potential) contributor could immediately see whether there is something that can be done or whether an issue is already basically resolved or more input from the issuer is needed.
