Uninstalling Gloo should be non-blocking after regression tests finish

To speed up tests, we should install Gloo once up front (to a new, non-existent namespace), run all our regression tests, and then uninstall (non-blocking on namespace deletion).

This should shave at least a couple minutes off our build times.
