abolish moving text when mouse hovers

currently all the links come up as bold font when the mouse hovers them. we could keep bold but make sure it doesn't change the size of the resulting text otherwise you end up with your page resizing itself and it looks silly.

That's the way the theme I chose is designed: https://pages-themes.github.io/minimal/. It seems to be difficult to change that. I don't think it's worth the effort.

maybe we can add custom css in the html after the css import, with !important to override the theme
