Add: Range Slider star rating

Inspired by Taylor Hunt's Single-element Star Rating with input[type=range] , build a star rating component based on a range input.

Not super worried about keeping it as a single element, as I think this would be a good way to also close #32 ... but it would be neat if someone else wanted to take a crack at making it work without also needing a wrapping element / JS as I plan to build this...
