Add a loading animation while cutouts and SED plots are downloading

Is your feature request related to a problem? Please describe.

The transient results page consists of multiple panels of information. Some of these load quickly while others, like the Imaging Data and the Spectral Energy Distribution panels, load very slowly, to the point where a viewer may think the information is missing and might navigate away from the page prematurely.

Add a loading animation while cutouts and SED plots are downloading to indicate that the user should wait. Something like a standard javascript/css "spinner".
