Convert PDFs generation from Prawn to Htmltopdf

Summary

We are interested in using htmltopdf gem to produce a cleaner looking distribution pdfs. We're currently using prawn but by using htmltopdf we can get a consistent UX between the pdfs and the website.

Criteria for Completion

• Add htmltopdf and hook it up to functionality to generate distribution pdfs. The theme we are using has an invoice template that could likely be adapted for the core html of this.
• Ensure that the new pdfs are also included in the distributions emails that are sent out.

A lot of these PDF gems are incestuous and relate to one another. You may encounter this issue -- when doing the rendering ensure that you have both a Mac and non-Mac do PDF rendering to check for it. If the problem exists, what you will see is that the PDF looks smaller than it should on Mac, but normal size on other OSes.

+1 The partner app is using wicked_pdf so we should be using that -- in addition to the htmltopdf binary of course.
