Task: Add a helper to identify the bootstrap state

What is the task about?

The RSTUF API also uses the bootstrap state, and there is an issue with implementing a better verification.
The same effort should be made in the RSTUF Worker once we double-check the bootstrap state in many other TUF processes.

We should create a helper function to retrieve the current state of the bootstrap and use it, simplifying multiple checks we do along with the other calls.
