Standardize refresh_settings error when parsing env vars #284

When a required environment variable is not set, we raise the AttributeError with the pre-defined message 'Settings' object has no attribute '<environment variable name>'

This issue aims to standardize these errors in the refresh_settings, including the full variable name RSTUF_<ENV_VAR_NAME>.
