Task: Make the number of root keys more than threshold

What is the task about?

Currently if a root key is lost, one has to recreate the whole metadata. For that reason we suggest always using a threshold less than the number of root keys.

We could either force it or only print a recommendation.

@kairoaraujo What do you think about the following options?

1. Make it mandatory
2. Make it a recommendation

@MVrachev and I discussed that probably 1 makes more sense for such change, but we'd like to hear your opinion.

I think it should be Mandatory (1) for RSTUF as well.
