Retention configuration as Repository Settings

The retention configuration should be part of the Repository Settings.
The retention is per role, such as expiration, threshold, etc. but not required.
This is not a required configuration item once the kaprien-repo-worker can handle it using the default when not found.

Suggestion

The default value is 2
