This is issue is part of the epic #387.

Description

Add basic scaffolding for the ClusterClass Operations controller.

Initial implementation should be experimental (./exp) and behind a feature gate, equivalent to how etcd-restore is being introduced.

This proposal contains detailed information on what the specific of this operation are.
