Issue description:

When the EKS cluster is scaled down to zero nodes for imported downstream cluster. Rancher seems to hit some kind of bug and suddenly stops working, experimenting a panic runtime error.

This only started to happen after the upgrade the customer made from Rancher 2.8.5 to 2.9.2. He says he's been doing this scaling down process on previous versions, and never had any issues before.
