is docker runtime part of orbstack?

Hi

I apologize if the answer is in the docs somewhere but I couldn't find it.
I'm trying to figure out if the docker CLI/runtime/engine installed with orbstack is the same is the official one coming with docker desktop?
The reason I'm asking is because it seems using docker without the UI counts as using docker in terms of license and pricing according to this blog post by docker

OrbStack uses the open-source Docker Engine. It's built from the upstream Moby project under the Apache license, so Docker Desktop licensing does not apply.

I guess they're internationally vague about it.
