Can't create amd64 Linux VM

Describe the bug

I tried to run amd64(x86_64) Linux VM with this instruction but failed.

To Reproduce

1. Ran orb create --arch amd64 ubuntu new-ubuntu
2. Failed with [-32098] create 'new-ubuntu': start: start 'new-ubuntu': starting the container failed

I also tried to create VM from the App, but also failed.

Expected behavior

Created amd64 Linux VM.
