前川千帆 is not マセカワセンバン but マエカワセンパン

I reported this issue to neologd/mecab-unidic-neologd#4 too.

Motivation

I'd like to correct wrong reading of 前川千帆.

Goal

• Change The reading of 前川千帆 from マセカワセンバン to マエカワセンパン.

In mecab-user-dict-seed.20161205.csv.xz, we have

前川千帆,1289,1289,2773,名詞,固有名詞,人名,一般,*,*,前川千帆,マセカワセンバン,マセカワセンバン

This reading is wrong.

• 前川 is not ませかわ but まえかわ.
• 千帆 is not せんばん but せんぱん.
