We want to be able to run multiple commands in a row without having to specify --project-directory every time.
We want to be able to run the cli from "CI" or from local and get the same behaviour.
The general idea is for the cli to read parameters from a file if the file is there.
Command line parameter should override the file configuration, the CLI should be explicit (Warning log message) when a parameter is overridden.
