Change resources.config labels to be more accurate

In the latest push to dev, I included new resource profiles such as "single_cpu_16GB_memory", however as Will pointed out, these will change, as they do for running the tests (i.e. I change the memory resource to be 15GB so that they can work on the VMs for Github Actions), therefore we should change these names to be more general/accurate.
