Encoding and Decoding
    1. Only GSM 7-bit default alphabet and extension table 3GPP TS 23.038 supported.
        1.1 National language shift tables not supported as UDH section not supported.
    2. GSM 7 bit alphabet should be sent as 7 bit. Escape characters handled.
        2.1 Decode all 255 characters in 7-bit including upper case greek and latin diacritic
    3. UCS2 cover all ranges < 0x7ff, < 0xffff and surrogate pairs
