Add an Highlighter tool

With the actual tool i can take notes.
I need to highlight some titles with different color.
This highlight should be 'under' the not i take. It can have a alpha color to effect as a real Highlighter when i draw multiple times on the same Highlight
I need to switch the tools as easily as with the eraser or other tools.
