Create tool to generate pool fee refund tx

If the split transaction is mined but the ticket is not (eg: due to mempool being full, difficulty increasing, tx fee too low, etc) the service operator needs to refund the pool fee to the original wallets.

While this can be done manually, it's a bit of a hassle. Ideally we should have a tool ready for creating these transactions.
