Move "All users" to the top of the "Potential Groups" list #153

Hi,

I have seen that in the "Potential Groups" list, there is an entry "All users". When this entry is marked, the "Potential Groups" filter is in a "neutral position" and all users are selected.

Unfortunatelly, the first and default item of "Potential Groups" is "All groups". So, if I have users who aren't members of any group, they are not selected by default.

Can we move "All users" to the top of the "Potential Groups" list and make it the default?

Hi,
I've encountered that "All users" are not displayed if there are no groups existing in the course and and still "All Groups" is highlighted by default.
I've written a patch for this. This patch displays "All users" always and "All Groups" and the related groups only if there are existing ones within the course.
Additionally, "All users" are highlighted by default.
