To become a candidate, a nominee must accept a nomination before the Voting Start Date. Accepting nominations is only available between the Nomination Start Date and Nomination End Date.
If the nominee does not accept a nomination, then they will not be listed as a candidate when voting starts, after the Voting Start Date.
