v1beta2 API Changes

This is an issue to keep a track of all the API version changes we want to make in the next API version bump to v1beta2.

In #1278 we explored the option of add the hyperdisk-balanced type AND an enumeration validation. This is a breaking change, because it would break possible disk types that users were using on clusters before this validation occurred.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.
