chore: identify legacy packages which were updated without version change

identify legacy/ packages which were updated without version change, as they still have old metadata on downloads.keyman.com, e.g. b/bod has different info on downloads.keyman.com vs api.keyman.com. I think this is because the publish func only copies new files, never overwrites existing files. (I stumbled on this one when testing, there may be others, this happened 3 years ago so it's not high priority to fix now.)
