Loading

I have the Data pack on and when i do /reload it doesnt work. it just says reloading and then nothing. does this work in 1.14.4?

It isn't supposed to say anything else.
Have you tried out using the sorting?

Is this single player or on a server? The install instructions are different for each:

Single Player

Open Minecraft.
Select your world, click on "Edit", then "Open world folder".
Open the folder named datapacks, and put the data pack folder file into it.
Play the world.

Multiplayer

FTP to your server.
Open your server folder, then open the folder named world.
Upload the data pack folder into a folder named datapacks.
Restart the server.
