JSON parking spots should be nested under city

To easily seperate Travemünde from Lübeck parking spots we need a hint of the city a parking spot is in. The easiest way would be to nest the parking spots under the corresponding city in the JSON. Currently we can only iterate over the cities but we don't see how many or which parking spots are located there.
