Ideally each plugin should sit in it's own github repository so that organisations can use git submodules or subtree to add it into their site, but it's a requirement for each plugin to be submitted individually to the plugins database - you can't package 2 plugins into a single plugins db entry in the moodle.org plugins db.
Can you please create a submission for the assign_feedback plugin in the moodle.org plugins db? - I don't think we could approve the local plugin on it's own without the feedback plugin as the local plugin doesn't really do much without it.
